Trillium led the development of a training curriculum for the Federal Emergency Management Agency (FEMA) to expand its External Affairs Office staff capabilities for strategic communication planning and execution of communication projects. Based on our needs assessment findings, our team initiated a culture change effort consisting of training workshops in which key FEMA communication leaders learned and applied state-of-the-art communication methods in interactive work sessions. The project helped create standard strategic communication procedures and tools for use throughout FEMA. We then incorporated results of the workshops into a curriculum for nationwide delivery to thousands of regular and part-time FEMA communication specialists. Our team also trained FEMA leadership to deliver the training and prepared a series of four webinars that enable part-time staff to access the same content. This work will help FEMA motivate Americans to better prepare for and respond to disasters.
